The challenge

Store managers were "first responders" without facility expertise; calling a 1-800 dispatch service triggered phone-tree navigation and contractor routing that averaged 87 minutes from call to tech-on-site. Repair-cost variance across stores reflected bid quality, not asset condition. PM completion at 50%+ stores was effectively unverifiable.

What they implemented
